The joint FCO/DFID Overseas Territories Environment Programme (OTEP) was subject to an independent review in late 2005 by the London-based International Institute for Environment and Development. The review was led by Dr Stephen Bass, formerly Chief Environment Adviser at DFID.

The OTEP Secretariat now intend to start implementing those recommendations that DFID and FCO can accept and which are practicable within the limitations of financial and human resources.
While this is in progress, the Secretariat would welcome any feedback you may wish to offer on either document. They would ask, however, that this be as concise as possible, and ideally cross-referenced to specific paragraphs and/or recommendations.
